Social Policy and Welfare Management is an advanced course focusing on social policy and risk management. The development of social policy revolves around how to handle risk, both risk over the life-cycle of the individual and collective risks such as epidemics and natural catastrophes that the individual cannot handle alone.

The course is structured around three major lectures and three case modules focusing on actual global situations such as bio-terrorism, failing schools or rising population of the elderly. The modules take up a variety of topics including risk communication, policy success, public - private solutions, corruption and warfare.

 

The course analyses a broad array of social welfare policies including education and human capital development, employment, risk management, income support programs, family support and health care in terms of the following focal questions: What are the responsibilities of the State?

Who should be targeted for publicly funded social welfare services, and what types of criteria or conditions should governments impose in determining who gets access to services? How can social welfare programs be administered efficiently and effectively, particularly under budget constraints?

What can be learned from evaluations of social programs about the costs and benefits of alternative types of policies or strategies for their implementation? What are the appropriate roles for public, nonprofit and for-profit organizations in the administration and delivery of social welfare services?
